Pierre Bouffanais graduated from the Advanced Business School (EHEC) and holds a Ph.D. in Law. He defended a thesis titled Consuls in Times of War and Unrest.

He passed the competitive examination for diplomatic and consular careers in 1935, and was an Embassy Attaché and then Third Secretary in Beijing from 1938 to 1939.

Placed at the disposal of the diplomatic service for prisoners of war from 1941 to 1944, he worked for the central administration of the Ministry of Foreign Affairs before becoming Consul-General in China from 1945 to 1949. Secretary-General at the High Commission in Saarland from 1950 to 1951, he was Consul-General in Sao Paulo and then in Tangiers.

Envoy Extraordinary and Minister Plenipotentiary, then Ambassador of France to Romania between 1960 and 1964, he was Ambassador to Finland before becoming Director of Ofpra.
