Maurice Guiramand holds a law degree, a postgraduate diploma in public law and political economy as well as a diploma from the National School for Overseas French Territories (ENFOM).

He was assigned to the office of the Resident-General in Morocco from 1932 to 1943, and later to the Foreign Affairs Commission in Algiers between 1943 and 1945, and then back again to the office of the Resident-General in Morocco until 1956.

In 1957, he joined the Foreign Affairs’ advisory staff. He was appointed to the central administration of the Ministry and assigned to the position of Deputy Director (Americas, Protocol).

Prior to becoming Director of Ofpra, he served as French Ambassador to Guatemala from 1962 to 1966 and then to Venezuela in 1967.
