Jean-François Cordet holds a law degree and is a graduate of the Institute of Political Studies (IEP). He is also a former student of the ENA Institute (Pierre Mendès-France class of 1978). He was appointed Head of the Office of General Economy and Planning of the Overseas Territories at the Secretariat of State for Overseas Departments and Territories in 1978. He served as Chief of Staff of the Director of Political, Administrative and Financial Affairs for French Overseas Territories in 1979. He was Deputy Chief of Staff of the Minister of Cooperation and Development in 1983, and then went on to serve as Head of the Cooperation and Cultural Action Mission in Dakar in 1984. He was the Deputy Prefect, Deputy Commissioner of the Republic of the District of Saint-Dizier (Haute-Marne) in 1986. In addition, he was Secretary-General for Regional Affairs of Midi-Pyrénées from 1988 to 1991. He was Deputy Director in charge of prefects and senior civil servants at the Ministry of the Interior from 1991 to 1992.

He became Prefect of Guyana in 1992. He was then successively Prefect of Martinique (1995-1998), Aisne (1998-2000), Meurthe-et-Moselle (2000-2004) and Seine-Saint-Denis (2004-2007) before becoming Director-General of Ofpra.

In 2012, he was appointed Prefect of the Picardie Region and Prefect of Somme. In 2014, he was appointed Prefect of the Nord-Pas-de-Calais Region, Prefect of the Nord Defence and Security Zone and Prefect of the Nord Department. He served as Senior Advisor to the Court of Auditors from 2016. In March 2017, he was appointed Chairman of the National Observatory for Urban Policy (ONPV).
